Mixed-use development planned for 22.35-acre parcel in east Vancouver Subscriber Exclusive

The 22.35-acre parcel off Vancouver’s Northeast 58th Street, near 162nd Avenue, is owned by Vancouver-based Kondor Holdings LLC. Kondor Holdings just began working on the project and it’s still being developed, said Max Kondor, chief executive of Kondor Holdings, in an email to The Columbian. Pre-planning documents submitted to the city call for multiple mixed-use style buildings on the site, including adult care facilities, garden-style apartments, flats and townhomes. Up to 200 residential units may be part of the development, according to the pre-planning narrative. The roughly 37,000 square feet of commercial use space mentioned in the documents is anticipated to be for adult care.

The narrative states that the project would consist of 20 percent commercial use and 80 percent residential use. Improvements would be expected to be made along Northeast 58th Street to provide access to the development. The lot currently sits vacant and includes both wetlands and oak woodland. “The goal is to avoid direct impacts to the wetlands on-site and Oregon white oaks,” reads the narrative, noting some on-site buffer and/or wetland enhancements will likely be added to the property. City regulations require the project to cover 15 percent of its area with landscaping, which the narrative states won’t be an issue. “The project will far exceed 15 percent with the wetland buffer and white oak tree groves that are being retained,” it stated.

The conceptual plan for the project shows 179 residential parking stalls and 46 commercials ones, with some of those being shared. Because the commercial development will be adult care, fewer trips would be generated and there’s less of a need for parking, the narrative states. Kondor Holdings purchased the property, which is zoned mixed use, last summer for $670,000, according to county records. Construction is anticipated to begin in the spring of 2024, according to the pre-planning narrative.
