Vancouver man is accused in shooting outside east Vancouver apartment complex

A 20-year-old Vancouver man is accused of firing shots Friday outside of an east Vancouver apartment complex. Karsan Carlos, 20, appeared Monday in Clark County Superior Court on suspicion of drive-by shooting, second-degree unlawful possession of a firearm and a dangerous weapons violation. A judge set his bail at $20,000, and he is scheduled to be arraigned Aug. 7. Vancouver police responded at 5:11 p.m. to the Evergreen Village Apartments, 2501 N.E. 138th Ave., for reports of a shooting. Someone reported to 911 that a man, later identified by police as Carlos, was fighting with someone near a vehicle. Multiple callers reported hearing gunshots, and one witness said they were following the vehicle Carlos left in, according to a probable cause affidavit.

Officers stopped Carlos’ vehicle at the intersection of Southeast Evergreen Highway and 164th Avenue and arrested him. Carlos apparently told officers he had metal knuckles in his pocket, court records state. During an interview with police, Carlos said he parked his vehicle at the complex to get money from his mother. He said he armed himself with a firearm before getting out of his vehicle. Then, he said he heard gunshots near him. He said he returned fire at the unknown person before getting back into his vehicle and driving away, the affidavit states. Court records do not identify the other involved person. Officers at the shooting scene reported finding shell casings, according to court records.
