Photo Passersby will likely notice construction has begun on the north end of Section 30, a square mile in east Vancouver that city officials envision evolving into a neighborhood with places to live, work and recreate. Developer Rotchy Inc. is starting work on its 79-unit Harmony View subdivision near Northeast 18th Street, which will have lots between 2,300 and 5,674 square feet, according to planning documents submitted to the city of Vancouver.
