Letter: Find a fair rent formula

I am not a financier, but I was born just after the Great Depression, so I learned a lot from my folks. Foreign countries and wealthy people buy places to rent out. It seems to me that there could be a rent formula if now there isn’t one. People who work with taxes and income data could surely come up with a formula that was fair for landlords and tenants based on structure, property tax and other things. Hopefully this could get a few people off the streets and a foreigner wouldn’t be so apt to invest.
