59-year-old Vancouver man ID’d as pedestrian killed in Salmon Creek crash

The Clark County Medical Examiner’s Office on Friday identified the pedestrian struck and killed by a vehicle Tuesday night in Salmon Creek as Joseph Shand Allard, 59, of Vancouver. Allard was taken by ambulance to PeaceHealth Southwest Medical Center in Vancouver, where he died from his injuries, the Clark County Sheriff’s Office said in a Wednesday news release. Clark County sheriff’s deputies responded at 9:38 p.m. to the intersection of Northeast 29th Avenue and 147th Street. Deputies arrived to find Allard injured but breathing while lying face down in the roadway, according to the sheriff’s office.

Cause and manner of death are pending, according to the medical examiner’s office. The driver of the Toyota Tundra that struck Allard remained at the scene and cooperated with investigators. The driver called 911 and showed no signs of impairment, the sheriff’s office said. The identity of the driver has not been released. The Clark County Sheriff’s Office Traffic Homicide Unit is investigating.
