The Washington State Department of Health recently took disciplinary actions or has withdrawn charges against these Clark County providers. In December, the Pharmacy Quality Assurance Commission indefinitely suspended David N. Ruark’s pharmacist license. Prior to petitioning for reinstatement, Ruark must pay a $1,000 fine and pass a jurisprudence examination. In August 2022, Ruark was listed as the responsible pharmacy manager for a health care entity but had not worked there since July 2020. Ruark failed to perform any of his duties while listed as the responsible pharmacy manager. Ruark also failed to respond to a statement of charges from September. In January, the secretary of health indefinitely suspended Nadya V. Andryushin’s medical assistant-phlebotomist and certified nursing assistant licenses. Prior to petitioning for reinstatement, Andryushin must pay a $250 fine and complete eight hours of continuing education in patient rights and law and ethics. In October 2023, Andryushin was placed on the Department of Social and Health Services’ long-term care abuse and neglect registry for financially exploiting and neglecting a vulnerable adult. Andryushin also failed to respond to a statement of charges from July. In February, the secretary of health suspended Aubrey Krystal R. Schnell’s home care aide and registered nursing assistant licenses for at least three years. Prior to petitioning for reinstatement, Schnell must complete 12 hours of continuing education in law and ethics and boundaries and pay a $250 fine. Between July 2015 and June 2022, Schnell assisted a patient in shoplifting multiple times and engaged in inappropriate sexual conduct that caused emotional distress to a vulnerable adult patient. Schnell also failed to respond to a statement of charges from October.

The Washington Medical Commission accepted the voluntarily surrender of the medical license for Dorothy Pao. This action was based on Pao surrendering her license to practice medicine in Oregon, which found Pao engaged in acts of fraud and misrepresentation of her scope of practice. The Oregon State Board of Nursing placed the registered nurse license of Rachel Green Hopkins of Vancouver on probation for 24 months for practicing nursing while impaired and using a medication to an extent injurious to herself or others.
