High-speed crash on Highway 99 kills Vancouver woman; Portland man arrested Updated 21 hours ago

Detectives seek public help in locating two passengers of one of the cars involved in crash

A Vancouver woman was killed in a high-speed crash Thursday on Highway 99 in Hazel Dell, the Clark County Sheriff’s Office said  Friday. A Portland man was arrested in connection with the crash. Sheriff’s deputies and Clark County Fire District 6 were called at the 9000 block of Northeast Highway 99 around 1:05 p.m. after 911 callers reported that a Lexus RX400, traveling at a high rate of speed, had collided with a Toyota Camry, according to a sheriff’s office statement. Authorities arrived at a “chaotic scene” with more than 20 bystanders around the two disabled vehicles in the southbound lanes of Highway 99 near the Carl’s Jr. restaurant north of 88th Street. The driver of the Camry, 56-year-old Kimberly Butler of Vancouver, was found unresponsive but breathing. Butler was taken to an area hospital, where she later died of her injuries.

Several bystanders at the scene identified Diego Quintana, a 20-year-old from Portland, as the driver of the Lexus, according to the agency Witnesses told sheriff’s deputies that Quintana initially had tried to flee the scene, but bystanders were able to detain Quintana until deputies arrived. Detectives learned from witnesses that the Lexus had been traveling at speeds estimated to be greater than 80 mph. The posted speed limit on the section of Highway 99 is 40 mph. After colliding with the Camry, the Lexus continued into a power pole on the southwest corner of the intersection, which left power lines in the road.

After spending Thursday night in the hospital for treatment and observation, Quintana was booked into the Clark County Jail on Friday on suspicion of vehicular homicide, hit and run resulting in a death, driving under the influence and resisting arrest. The collision remains under investigation. Witnesses and surveillance video showed there were two other passengers in the Lexus, and detectives are seeking the public’s help in locating and identifying the passengers.
